Is it normal to get almost no feedback in performance reviews?

My Norwegian manager barely commented on my first review and I cannot tell if that is good. Back home a review with nothing in it would have been a warning sign. Here I genuinely do not know how to read it.

No news is genuinely good news here. Criticism is usually delivered as a question rather than a statement, so re-read anything phrased as "have you considered".
